Weather and Travel Disruption

  • Mexico: Tropical Storm Rachel is moving west off the coast and drawing moisture across Mexico, with heavy rain and possible localized flooding expected this week. A developing subtropical system in the Gulf of Mexico/Gulf of America may bring heavy rain to the U.S. Gulf Coast and could become a tropical depression; its eventual path may also affect eastern Mexico.

  • Japan: Typhoon Choi wan is moving toward Japan and is expected to affect the country later this week. After extensive recent flooding, southern and western Japan may see additional heavy rain.

  • Europe: Storms and flooding are affecting Turkey. A system near northwest Spain and southwest France is causing flooding, including in Barcelona, where impacts are expected today and over the next few days.

Protests, Strikes, and Security

  • France: Many schools were closed October 5 amid protests and clashes. Large demonstrations and possible clashes are expected across much of the country on October 6. Protest participation is growing, with reports of looting and property damage from previous protests. Travelers were advised to use caution and, if possible, avoid flying into Paris on October 6.

  • United Kingdom: The update cited credible safety and threat concerns in connection with the recent relocation of part of the U.S. bomber fleet from the UK. It also noted very high terror-alert levels across Europe and urged continued vigilance.

  • Spain: Protests are ongoing nationwide from October 4–7.

  • Berlin: A growing pro-Palestinian protest is expected October 9 beginning at the Brandenburg Gate, with possible counter-protests and violence.

Middle East

  • An investigation into a probable terrorist incident the previous week and the FlyDubai takeover have reinforced security concerns across the region. FlyDubai is temporarily restricted from flying into Israel while its security is scrutinized

  • Travelers flying to Gulf states or Israel were advised to verify airline status and prepare contingency and backup plans.

  • Fighting involving Houthi rebels continues to affect locations in southwestern Saudi Arabia.

  • Riyadh has increased security, but the possibility of drone/rocket strikes remains a concern. Travel to Saudi Arabia is possible.

  • Israel-Hezbollah fighting continues in southern Lebanon. Israeli forces have pushed north and are reported to be more than 20 kilometers into Lebanon; violence remains possible despite relative safety in northern Israel.

  • The Iran–U.S. situation remains unsettled, with continued negotiations and conflicting assessments of rhetoric and military developments. Iranian drone and rocket strikes have slowed.

  • Travelers in the region were urged to maintain contingency plans.

Disease Outbreaks

  • Ebola in the DRC and Uganda: The update reported 3,984 confirmed deaths, up 183 in the past week, and 8,245 confirmed cases across both countries, up 667. The outbreak is not contained, though it is not spreading rapidly or in an uncontrolled manner.

  • Measles in the United States: CDC figures as of October 2 showed 3,887 cases, including 228 in the past week, and two recognized deaths. The update expected at least one additional death to be added to the count.
